ux2 Multi-File Upload action button shows up when you don't have permission

I went to a community that staff1 was not a member of. I correctly didn't see Add Folder. But I did see Multi Upload.

The Multi Upload button was also shown unconditionally on ux1. So if I fix this, it will now fix on both uxs.

We actually have tests that check that multi upload is shown for everyone in ux1. I will fix these tests which I consider change in specs, therefore I need a confirmation to make sure that indeed, we only want to show multi Upload to users who can create file on the folder.

Done according to this, tests fixed up. Please test this change in both ux2 _AND_ ux1!
