For what it is worth, I am also experiencing this bug. I'm running a dual six core xeon with hyperthreading (2x 6x 2 = 24 effective cores). Under the "Resources" tab all 24 cores are actively monitored however the "System" tab only shows 19 cores.

GNOME 3.4.1
Processor: Intel(R) Xeon(R) CPU E5645 @ 2.4GHz x 19

Attached is my cpuinfo, which shows all effective 24 cores (Processors 0 - 23)
All cores are available to programs and the only downside appears to the the number of cores displayed in System Monitor "System" tab.
