Opening as anon a job submitted to private stream leads to 404

Bug Description
User story:
1. Typical user of android-build looks at the build log to see how LAVA submission went, e.g. https:/
2. He sees that submission went well, there's link to LAVA job page.
3. He follows link and gets 404 Not Found
4. He raises alarm because the job is not LAVA
On investigation, it turns out the user wasn't logged in to LAVA, when he is, the job page is properly visible. So, the problem is in misguiding error code for anon viewing, it should be 403, not 404.

Ah yes, I though there was a bug for this already, but I can't find it. It's a trivial change, as you can imagine.
