Log out then log in causes sound to be disabled

Bug Description
When I log out and then log in again, the sound (both input and output) is disabled.
Work-around: When I restart the machine, the sound is re-enabled.
I have attached four screen-shots (in ScreenShots.
1 Applet working.png -- shows the applet (in the panel) in its normal state.
2 Sound settings normal.png -- shows the sound settings dialogue in its normal state.
3 Applet failed.png -- shows the applet (in the panel) after logging out and in again.
4 Sound settings empty.png -- shows the sound settings dialogue after logging out and in again.
