Bug Description

The Community council has discussed this issue and after reviewing the latest Code of Conduct discussions at UDS-Q have decided to remove the GPG key-signing nature of the code of conduct. Instead in its place we would like to see a tick box which once ticked would put the user into a team of users who have signed the CoC.

There is an existing bug about the GPG nature I believe. This bug
describes two changes:
 - stop using GPG to verify that the CoC has been signed
 - start using a team to list CoC signers.

If your desired outcome is just to make to it easier to sign, then
only the first change is needed, and this is purely a duplicate bug.
