Bug Description

Running "python setup.py bdist" in horizon causes errors:

SyntaxError: ('invalid syntax', ('/usr/local/lib/python2.7/dist-packages/horizon/conf/dash_template/dashboard.py', 6, 7, 'class {{ dash_name|title }}(horizon.Dashboard):\n'))

SyntaxError: ('invalid syntax', ('/usr/local/lib/python2.7/dist-packages/horizon/conf/panel_template/tests.py', 4, 7, 'class {{ panel_name|title}}Tests(test.TestCase):\n'))

SyntaxError: ('invalid syntax', ('/usr/local/lib/python2.7/dist-packages/horizon/conf/panel_template/panel.py', 5, 6, 'from {{ dash_path }} import dashboard\n'))
