v2.3.1 fails at start

Just I discovered that one can set his location so the prayer times are displayed more properly I have tried the new version 2.3.1.
First item, according the code i would guess one cannot select his location anymore :(
Second item, I wrote "according the code" because it does not come up when I run it. Since I have no time to investigate further, I only can say that it does not like my locale or language setting, which is disappointing because "C" should be supported by every program.

Version 2.3.0 worked except monajat-mod.
OS is tinycore 4.2

I hope you can tell at least a hint what is missing.

Tried 2.6.3 now, monajat-applet works fine except it displays the prayer times one hour too early.
