try this:
LIBOVERLAY_SCROLLBAR=0 ./tuxcmd
i found out that there is a bug in liboverlay:

lines from gdb:
Program received signal SIGFPE, Arithmetic exception.
0x00007ffff03a0d26 in ?? () from /usr/lib/liboverlay-scrollbar-0.2.so.0

let us know if it's working

This solution works fine, tuxcmd has started, however I had no time to test it deeply:

patben@esp-patben-lin:~$ LIBOVERLAY_SCROLLBAR=0 tuxcmd
patben@esp-patben-lin:~$ echo $?
0
patben@esp-patben-lin:~$
