don't build-depend on mingw32 if possible

Bug Description

syslinux build-depends on mingw32 which we don't want in main. Apparently it's
used to build syslinux.exe. Can someone please, a) confirm that's all it's used
for, b) determine whether or not we need to ship it syslinux.exe? If we don't
need to ship it, please fix the build-depends. If we do please reassign this
bug to me, so I can add mingw32 to main.

[NB: if we ship it, we should be building it - please don't just disable
building of the .exe if we're still going to be putting it in the .deb]

We do ship syslinux.exe, but I don't think we strictly need to do so; it's for
boot sector installation on Windows. mingw32 isn't used for anything else. Do
you want me to strip it out of the .deb?

I don't see much point in shipping it in the .deb; presumably it can be obtained
elsewhere if needed on a Windows system
