Quicklist can render off-screen

Bug Description
With a full launcher, it's possible for Unity to render part of a quicklist off the bottom of the screen. This makes it impossible to reach the last few items in the quicklist. See the attached screenshot for an example.
Note that the "Lock to Launcher" and "Quit" actions are not visible in the quicklist.
