Launchpad generates Packages index files even without changes

Bug Description

In oneiric and previous versions the indexes where downloaded only in changes.
In precise, apt-get update command downloads the whole Packages list every hour, which means a download of 13.6 MB on amd64 and 4.8MB on i386.

For the release part (precise) the files are identical, except for the last modification date. It seems that Launchpad is regenerating the whole list every time.

This is very annoying because I use 3G connection and I had to disable automatic updating of the package list in update-manager because it's consuming a lot of bandwidth.
