cant load package's changelog

Bug Description

while updating/upgrading via synaptic, and checking for the changelog, now i get :

" The list of changes is not available yet."

but following the proposed link : http://launchpad.net/ubuntu/+source/packagename show an available changelog.

I get this issue with:
- Lubuntu i386 Quantal for all the packages
- ubuntu i386 Precise for packages from precise-proposed archive; seems only be related to this archive.

So i does not know if its a launchpad change issue or/and a synaptic one.
