connects to wifi network with 'never connect' checked

Bug Description

When there are two access points with the same SSID but different BSSID (as part of WDS) and each AP with different signal strengths:
if you check 'never connect to this network' on the AP with strong signal and try to connect to the weak signal AP, the client connects to the better signal.

These network profiles do not have 'Automatically connect to this network' checked.

The behaviour of connecting to the better signal is, I suppose, desirable but if 'Never connect to this network' is checked on a network profile then Wicd should respect that setting regardless of AP signal strength.

I'm on Debian Wheezy, Wicd 1.7.2.4
