Bug Description

Evergreen version: 2.2 RC1

I set up a serials subscription with a summary method of "use record entry only." This method removes the automatically-generated holdings statement from the tpac display (as expected), but the header for that removed statement still displays.

I've attached a screenshot.

We encountered this issue as well, but under slightly different circumstances. This branch fixes both problems by never displaying a serials header unless we have content to show as well:
