Unable to maximize window on smaller display, when one of window's dimensions is bigger than display's dimension.

Bug Description

It is not possible to make window maximized on smaller display. It happens when one of unmaximized window's dimension is bigger than smaller display's dimension. Instead, window is being maximized on bigger display.
To avoid it, it is needed to resize window, then move it to smaller display and maximize.

my displays configuration:
laptop display 1280x800 (left side)
monitor display 1680x1050 (right side)

tested with Ubuntu's 12.04 latest update (may, 17th):

With unity 2D. Problem does not occur.
