Libreoffice ignores libpaper1 setting (a4) and defaults, over and over again, to "US Letter"

My location is set to London, EN-GB, libpaper1 setting and /etc/papersize set to A4, but Writer defaults to Letter.

What's really odd is that if I open, say, 2 documents to print (cv and covering letter, say) and manually change one, then the 2nd document doesn't need changing.

But then when I close those and open the next 2, they need changing again.
