Use time format from selected user

Bug Description

The time format should use that one that is set for the selected user. Trough user change to a user with a different timezone, this timeformat should change.

A better solution would probably be grabbing the system locale information.

This method is not really discoverable and could lead to confusion, "I clicked something and now my time looks weird. I can't figure out how to make it go back"

I added translatable strings for the time format to the .pot file and a little comment which might help to translate..

I am sorry, but if you have to translate it to something like %k:%M %p for Germany, its not fixed IMHO, becouse it does not automaticly use the Timezone from the current user. What if this timeformat is not translated?

Yeah, of course you'll have to do those "%d..." stuff, give me a better solution and I will use it, but I think that's the best one, since you really have the most control over the look this way.

seems not to work for German. I did the translations yesterday. It built 18 hours ago, so it should include my translations(?).

I still see 27th .
