for bash history I don't have permissions

Bug Description

I just typed sudo bash exited after some installation of JVM.
Then onwards I am seeing a wierd problem
1. My bash history is limited to current session
2. .bash_history - only root is having rw permissions. Which makes .bash_history not accessible.

look as a permission error for me, try running
sudo chown 1000 ~/.bash_history
