Bug Description
If the tags list is empty, when user submits (Alt+Enter), ask for confirmation (“No tags selected, are you sure you want to submit?”) before submitting issue.
The idea is to make sure user does not forget to add tags before creating an issue in Launchpad using qabro, without preventing completely from doing so.
