Use apport when filing bugs on 20.04 desktop

Bug Description
OEM engineering team made some changes in apport that landed in focal (20.04) desktop.
When filing a bug on a 20.04 desktop PC, qabro should attach the output of:
$ sudo -E oem-getlogs [-c CASE_ID]
(which should be a `apport.gz` file) instead of running sosreport.
Since apport is currently not supported on Ubuntu Core, we need to keep using sosreport when filing bugs on Ubuntu Core.
An alternative solution would be to use the oem-getlogs script from within qabro. This would use apport hooks only, not apport-cli directly, so it *might* work, but it needs to be investigated.
