from this Q&A http://superuser.com/questions/475866/what-do-i-have-to-do-to-hide-the-title-bar-in-opera

if you do the opposite - does it work? - i.e. Right-click on the tab
bar and select the option "Show Border"

As a workaround:

- for close: the close button is present, although sometimes it is not

- for unmaximize: dragging the window after click on the tabs area works;

- for minimize: enabling minimize with right (https://asksolus.com/question/right-click-to-minimize-windows/) or middle click also works with click on tabs area.

This is not a budgie issue - the fact that an application misbehaves in this way means it is a bug with the application.

I'm not aware of any other app that behaves this way - budgie-desktop does not have application specific code.
