need mechanism for looking up branches by relative URLs

Bug Description
It would be great if there was a mechanism for opening branches by relative URLs that can be extended by plugins.
At the moment various plugins override the switch command. This has various issues. It makes it hard to track how exactly the switch command works (because the implementation is spread across bzr core and various plugins), it makes it slower (it makes it impossible to load the commands as lazy as we would like) and it requires more code.
