Merging a merge directive does not propagate the tags

Bug Description
We have a gatekeeper style workflow where branches are merged using merge directives created with the bzr send command. The merge directive is created without a patch or bundle so only includes the URL of the branch to be merged from. When the merge is performed any tags that exist in the source branch are not propagated to the target branch.

I'm guessing the actual bug is that Merge-directives don't *contain* tags, and thus can't be merged.
