Converting packs checkout to use 2a shared repository loses checkout repository

Bug Description

I have a 2a repository in /home/mkanat/projects/. I change to that directory, and check out a packs project. It checks out as a standalone repository. I go into that directory, do "bzr reconfigure --use-shared" and the checkout's repository disappears, nowhere to be found.

Actually, it's not just a checkout. I did a "bzr branch" and then tried a "bzr reconfigure --use-shared" on it, and the same thing happened.

Okay, somehow or another, my repository was also itself a bound branch, which seems to be the cause of this (I have no idea how this happened--probably an error on my part a long time ago). Removing that repository and doing a new init-repo, and then trying to do --reconfigure works fine.

So this is still a dataloss issue, just not one that's going to be so common, I think.
