Don't quit with "bzr: ERROR: Failure" when upload_revid_location is a directory

Bug Description
bzr-upload quits with an inexpressive "bzr: ERROR: Failure" when upload_
bzr-upload could quit with a nicer error message pointing out that he needs a path to a file, not to a directory. Or, it could use that directory to write a file with the default name ".bzr-upload.
