'bzr merge foo' does not honour 'bzr switch' lookup heuristic

This is probably a dup, filing cause I can find this one.

Just to say, 'bzr switch' is the only command that honours the 'bzr
switch' lookup heuristic. So I'm not 100% sure who gets the bug nod :)

It'd be neat to have some sort of "relative branch lookup" infrastructure that e.g. looms and pipelines could also hook into.
