Bazaar reports server-internal URL for default stacking

When default stacking with relative URLs is triggered, Bazaar reports that the branch being stacked on is '/foo/bar/baz at internal-url:///foo/bar' or what have you.

e.g.

$ bzr push lp:~jml/launchpad/bad-notice

  Branch format 7
Using default stacking branch /~launchpad-pqm/launchpad/db-devel at lp-140356707893520:///~jml/launchpad
Created new stacked branch referring to /~launchpad-pqm/launchpad/db-devel.
HPSS calls: 43 (17 vfs) SmartSSHClientMedium(connected=False, username=u'jml', host='bazaar.launchpad.net', port=None)

I believe that with a non-Launchpad server, the URL would be chroot-12351:///...
