Pristine-tar doesn't work when the merge hasn't been committed

Bug Description
When building a branch where you have merged someone else's branch
that has done a merge-upstream pristine-tar won't be used.
It checks if the tag is in the branch history, which isn't true until you have
committed. It should also take in to account and pending merges.
