if neutral baseline result seen later, britney thinks this is ALWAYSFAIL instead of REGRESSION

webkit2gtk/2.36.1-1 failed to be blocked by devhelp/amd64/41.2-2 autopkgtest failure even though this was a regression. This may have to do with the fact that the earlier baseline tests were invisible due to an autopkgtest database inconsistency. Regardless, when the new autopkgtest result came in and was neutral, this should not have resulted in the test being marked ALWAYSFAIL.
