trigger tests for dependencies in debian/test/control

Bug Description

Some packages are not in Depends as they are either seeded or not required for the complete operation of a package. Notwithstanding some of these non core dependencies are added to debian/tests/control to ensure that when they are there, the package under tests operates correctly.

However, when those dependencies change there is no way to trigger "reverse dependency" adt tests for these which is a potential for unknown regressions.
