Bug Description
Bugs tagged as "update-excuse" could provide explanation why a given package is stuck in the migration queue or record the triaging effort's partial results when the root cause is not yet available.
Setting the "update-excuse" tag in for a given bug in itself should _not_ block migration for the package, just create the link from the update_excuses page to the bug.
Having such links on the update_excuses page would help avoiding duplicate triaging of blocker issues and give a good overview of the share of packages being worked on for unblocking them.

This is something I wish I could do; especially when I get the nag emails. :)
When there's a bug filed against it with "update-excuse," it should quit the nag emails, and list it on update_excuses.
I'll scratch my own itch here. 😉
