Changes not saved - Win7 64-bit - v1.2.4

O/S: Windows 7 Home Premium 64-bit
To Recreate:
1 - Install version 1.2.4 to Program Files
2 - Make a change (add/remove recipe)
3 - Save & Close
4 - Open app and changes not reflected
Work Around:
1 - Update permissions of install folder to give "Users" group "Full Control"
2 - Changes saved as expected
Other Notes:
- Program Files is located on "A" drive instead of "C" (default) drive

This might be fixable by using the AccessControl plugin:

I think we would use CPACK_NSIS_EXTRA_INSTALL_COMMANDS in cmake:
