Bug Description

Users should have a config file they can edit or where bkrpr can store preference changes. (Where do windows users keep such files?)

See http://wiki.python.org/moin/ConfigParserShootout for a comprehensive list of config parsing modules. Lots of options here, but whichever one we choose, it should mesh well with the command line processing and config.py

Dan Gass's cfgparse looks like the most suitable: http://cfgparse.sourceforge.net/cfgparse.html
