can't set server-home when restarting django

Looks like it happens in all cases:

peacemaker (longnamed_dude)> dispatcher server-home /var/deploy
% ERROR: Cannot communicate with CNM Server
% Can't connect to (The requested URL returned error: 403) (403)

This is a permissions issue. Needs better permission logging:

peacemaker (admin)> dispatcher server-home /var/deploy
  Server home set to /var/deploy
