Default blueprints page does not list documentation

Bug Description
I would like my team to use the "blueprints" feature mostly for documentation. However, the default page you get when you click on the "blueprints" tab seems to hide documents that are marked as purely informational. I get the message "No feature specifications match your criteria". To see the documentation, you have to then click on "List documentation".
Documentation that is two clicks removed from a project page is unlikely to be read. I would much prefer if this documentation list (with the titles and descriptions, if possible) appeared on the main page of Blueprints, or were accessible in an obvious way from the project page.

I'm surprised that this is the first time this bug was reported. This issue is often mentioned on IRC and in person. I agree the page should show documentation.
