Valmantas, it seems that my question is for another "bug reporter" - Can't turn Bluetooth back on (https://bugs.edge.launchpad.net/blueman/+bug/411481) cuz I have the applet in the tray but bluetooth doesn't start.

andrey@andrey-ubuntu:~$ sudo hciconfig hci0 up

Right now i have the following:
1) bluetooth icon in the system tray is inactive. Only Turn Bluetooth on, local services and About are active in the menu
2) If i turn it on - the tray icon is inactive but it shows that BT is on and it is possible to make it visible. it is strange but i connected my BT mouse HOWEVER all other functions in the menu are inactive!

Strange things happen!
