Bug Description
All the references to the Climate name should be replaced with Blazar.
Because the openstack.common packages contains references to climate name, we should update this references using the oslo update script. Here we have two options:
1 - Keep the actual oslo version on Climate client
2 - Update to the latest version of oslo
This change will create a dependency with Climate Nova extension, because climateclient package is used in it.
This change will create a dependency with Climate, because climateclient package is used in the tempest test suite.
