Support query leases for project by the platform admin

Bug Description

Current implementation for API call /leases return all leases when user is a platform admin and leases of the project if user is not a platform admin.

There is no possibility for a platform admin to query leases by the project id. We should support list of project leases by the path /<project_id>/leases as list of the project id leases.
