Service creds should not be used for write operations

Service creds are currently used for creating aggregates, we should define a climate user with admin rights instead and use it.

    Fix service user creating objects

    Service user used by Climate should not create objects such as
    host aggregates. Consequently, until we migrate the code by using
    trusts, we need to use a dedicated user for operations
