Please backport netplan.io from Groovy to Focal

Bug Description

netplan.io has a feature (ipv6-address-token) that is very useful for performing automatic renumbering in IPv6 environments where the IPv6 prefix regularly changes (such as service providers using PPPoE or PPPoA and 6rd). This feature would be valuable backported into currently supported LTS environments.

Not a dupe with #1898659, BTW -- there isn't a seperate project for backports into Focal (too new?) so I dropped this here. Apologies if this is the wrong location.
