opensc package missing important patches for DNIe (oficial Spanish identity document)

Bug Description

The Ubuntu 18.04 LTS contains the opensc-0.17.0-3.

This package version doesn't contains two important patches related to DNIe, the Spanish national identity document. The pathes are related with the RSA 1920bits:

* Issue #1246: https://github.com/OpenSC/OpenSC/issues/1246
* Issue #1247: https://github.com/OpenSC/OpenSC/issues/1247

With the opensc-0.17.0-3 I can authenticate succesful, but I can not sign files because of the 1920bits bug. I get the same logs as in both issues.

Should be possible to incorporate the related patches or to package a new opensc version (0.19.0 is the stable at this moment) for Ubuntu 18.04 LTS?
