Backport rancid-3.9-1 from disco to bionic

Please backport rancid-3.9-1 from Disco Dingo to Bionic Beaver as RANCID 3.9 includes various fixes which would be useful whilst running on Ubuntu Server 18.04.

I tried using backportpackage but it eventually chokes on requiring debhelper >= 12

The following packages have unmet dependencies:
 pbuilder-satisfydepends-dummy : Depends: debhelper (>= 12~) but it is not going to be installed
Unable to resolve dependencies! Giving up...
