Reason for the backport:

The next Inkscape release, Inkscape 1.0, will contain new functionality (variable fonts) that will only work with a more current version of pango. The font work is one of the major new features. In addition to that, if it were backported before the actual release, it would help us recruit testers for the feature, if the new version were available on Ubuntu LTS.

This list is huge - no idea how to test it all! Seems like everything depends on pango... I installed the backported pango from my ppa about two weeks ago, and have been using the computer normally (mostly web browsing, and installing lots of new applications, because I have just switched to bionic) since then. None of the applications exhibited any font issues, at least.
I have appended the list as a separate file, to not exceed any size limits of this report.
