Please backport hvac 0.5.0-0ubuntu1 (universe) from cosmic to bionic.
Please backport vaultlocker 1.0.3-0ubuntu1 (universe) from cosmic to bionic.

Reason for the backport:
========================

HVAC is used for iteracting with Hashicorp Vault, providing the integration library for vaultlocker which provides full disk encryption with secure key management via Vault.

Testing:
========
