Please backport neomutt 20180716+dfsg.1-1 (universe) from cosmic to bionic.

Reason for the backport:
========================

NeoMutt is in active development, and features mentioned on the
documentation/wiki do not work even with moderately out-of-date
packages like the `neomutt` available in bionic.

Testing:
========
Mark off items in the checklist [X] as you test them, but please leave the checklist so that backporters can quickly evaluate the state of testing.

You can test-build the backport in your PPA with backportpackage:
$ backportpackage -u ppa:<lp username>/<ppa name> -s cosmic -d bionic neomutt

* bionic:
[ ] Package builds without modification
[ ] neomutt-dbgsym installs cleanly and runs
[ ] neomutt installs cleanly and runs

No reverse dependencies
