Bug Description
A ticket left open since December with failing autopkgtests was causing bileto to rerun something and regenerate britney results indefinitely.

When abandoning the silo, this seems to have also caused an error.

Both sides of this need to be handled more gracefully. And we should probably clean up any garbage like this from swift.
