Bug Description
Recently saw this in an excuses file on a xenial **SRU**:
ALERT: appmenu-qt5 is newer in testing (0.3.0+
The problematic version is in xenial overlay PPA and not in xenial archive.
Britney should only include overlay PPA index if ticket is configured to use overlay PPA.
