Bug Description
Currently bileto requires QA if a ticket is set to xenial overlay, but not if a ticket is set to zesty+xenial, which is inconsistent.
Should we require QA:
A. For everything that targets overlay PPA?
B. Only for vivid?
C. For everything?
D. Something else?
