Bug Description
All silo PPAs have a build dependency on the stable phone overlay PPA, which makes sense by default. However when building a silo that contains a SRU, that dependency should be temporarily removed.
Concrete use case: I filed a SRU for webbrowser-app targetting xenial only, and the branch failed to build in the PPA that was assigned to it, because it was pulling in a newer version of ubuntu-ui-toolkit that is not present in xenial.

Yes, dynamic PPA dependencies will be easy to do once we get ephemeral PPAs off the ground, until then just ping trainguards when you have an SRU and we can change the PPA for you
