Bug Description
Not all bileto tickets are created equal.
Some tickets are MPs that build in PPAs, this is a well supported workflow.
Some are "manual download links" (click packages & device tarballs), that are not usable in PPAs but we must still track them. Problems:
1. I have no idea how to programmatically detect when a device tarball or a click package has reached it's destination.
2. People aren't using this feature in any sort of consistent way so there's all sorts of nonsense going on where people have links in the MP field that aren't MPs and this is entirely inappropriate.
Anyway, there isn't currently any way to close these tickets so they just sit around forever:

It's necessary to find a way to automatically close these tickets when appropriate.

Clicks are going away in favor of snaps, snap support will be better, but this bug is still relevant to device tarballs.
